To be eligible for a long-term care benefit, you must meet these five eligibility conditions:
 

First condition - age and residency

You are a resident of Israel and you arrived to retirement age.

 

If you received the status of a resident of Israel only after you reached retirement age, you may be entitled to the nursing allowance if you immigrated according to the Law of Return or if you received an absorption basket from the absorption office.

 

Second condition - income

Entitlement to nursing allowance is determined according to your income. The amount of income varies depending on your marital status.

 

Income calculation when both spouses are nursing

If both spouses are nursing, we will add the incomes of both spouses, divide by 2 and the result obtained will be considered as if it were an individual's income for the income test.

For example: the income of both spouses is 18,600 NIS. The eligibility of each will be tested according to an income of 9,300 NIS. Both spouses pass the income test, since an individual can earn up to 10,551 NIS.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Third condition - you need the help of others to a great extent

You need the help of another person in carrying out daily activities inside the house (getting dressed, bathing, eating, treating secretions, walking around the house, etc.), or you need supervision in your home for your safety and the safety of those around you.

Fourth condition - residence

Those who live in their own home or in sheltered housing are entitled to a nursing benefit.

Lives in a nursing home

If you live in a nursing home, you can only be entitled to a benefit if you stay in a department for the independent or the frail under the supervision and license of the Ministry of Welfare according to the Dormitory Supervision Law.

You will not be entitled to a benefit if you are in a nursing ward, a complex nursing ward, a ward for mental exhaustion, a ward for long-term ventilation and a rehabilitation setting under the supervision of the Ministry of Health, according to the People's Health Ordinance, or in another institution where most of your maintenance expenses are financed by a public body (government offices , local authorities and the like). 

 

 

If you have started receiving a long-term care benefit and wish to live in a nursing home, you must fill out Confirmation form for residence in the institution and send it to your branch, to check your continued entitlement to benefits.

Hospitalization

Entitled to nursing allowance who is hospitalized in a general hospital - will be able to continue and receive the benefit at the hospital during the first 30 days of hospitalization only.

If you do not receive a nursing benefit, and you are hospitalized or are scheduled to be hospitalized in the coming month -  you can submit Application for nursing allowance immediately. The request must be accompanied by a medical certificate from the hospital called: "Interim Summary".

 

Fifth condition - you do not receive any other nursing benefit from a government body

If you receive one of the following allowances, you will have to choose between the allowance you receive and the nursing allowance:

Allowance for special services for the severely disabled

Allowance for personal care or supervision from the state treasury.

Allowance from the Ministry of Defense: a benefit for helping others for medical reasons or an escort benefit.

Please note, if you receive a supplement to finance special needs from the Ministry of Defense, you can receive it together with the long-term care benefit from National Insurance.
